It's surprising after losing Falcao since Muriel is certainly the type talent that could explode in a WC. He did have a bit of down season at Udinese. He was pretty out shape physically in the fall.
Cagliari may stand to make some money this summer if Ibarbo impresses.
I would say Porto as well but it seems Jackson Martinez isn't renewing his contract with them?? so they don't have a ton of bargaining power.

There are quite a few talented Spainards, Germans, Italians, and Brazilians also missed on here. I think Miranda missed his 23 as well as Carvajal for Spain, but I don't think it is fair to include Falcao on this list. He is not fit. I think Navas is not fully fit either, but he could just be in worse shape from that injury.

Brazil's back line should be praised like Spain's midfield with their wealth of talent, but Scolari left half of them home. Marcelo, Filipe Luis, Miranda, Thiago Silva, David Luiz, etc.
