Has anyone used/currently use one of these?
Im looking to get one for cheap off ebay to have hooked to my xbone/360.
Does it reduce the quality of the picture and sound while using it?

I was using one a few years ago that worked beautifully to switch automatically to whatever input was powered on.

I have one from monoprice that has 4 inputs and 2 outputs
I have my ps4 and HTPC hooked up to two tv's at once and they can each watch independently

Installed one yesterday @ my son's house. Best to get one with the DC power adapter included, though - I think I paid about $17 on eBay for it & working perfectly.

I own that one. It gets the job done, but occasionally it will not play audio, or it might lag audio slightly. It hasn't done it in at least a couple of months now. Cheap enough to give it a shot, IMO.
