Theories on causes?
I know I've witnessed several areas that I had never seen flood, well flood.
Sure it rained a lot but it rained a lot during Katrina, it rained a lot that year Highland as closed, etc and I had never seen it flood like this.

Is it because of all of the people moving to the area and subdivisions being built higher (along ith various business and strip malls?)

Lot of different factors to compare, duece. You just can't compare heavy rains. Like golfer said, you have to consider soil conditions as well. But do you know the amount of rain that fell in comparison at 1 hour intervals? 2 hours? Etc? And which specific spots? It could have dumped inches more in an hour at one spot this time, less than a mile away during Katrina, that threw all your drainage comparisons off.

I grew up in Ascension Parish. Family has been here generations. The same areas that flooded 30-50 years ago still flood today. There are just more houses now then back then.

Case closed.

Increased development. Increased impervious cover. Increased channelization of natural water bodies and piping of stormwater. A metric frickton of rain.

There isn't sufficient means for water to get from point A to point B and point B to point C.

How do subdivisions being built higher cause flooding?

Every time someone uses the term "Beta", a house floods in Ascension.

Ground that was level/or below the houses surrounding and use to hold water (mainly old co pastures/woods) being built up so those houses don't flood. This causes house and other areas that never flooded before to flood as previous areas that held water are no higher and they no longer hold water.
