I just got a Cox email offering to increase my speed for $5 more per month

My question is why am i not getting this increased speed after they just raised my bill to $62 a month.

I would make sure you are currently getting what you pay for before you give them any extra $

Probably because that's under the terms of your existing agreement.

My cox bill doubled in the past 4 years with no change of service and no notice. Just send me the bill for whatever they need I guess?!?!??!
