Will keep it simple-

A/C blows cold air when moving, but warm air when stopped. What's the problem?

Low Freon, or compressor is very weak.

Compressor is going out- prepare your anus, it's not cheap.

Low freon causing under pressure switch to disengage compressor to keep it from eating itself. Go get a can of good freon with a built in gauge and follow directions resisting the urge to overfill. Run at different speeds and monitor to make sure the pressure is in the green range given the temperature of the day. Should work, or give you insight into narrowing down the culprit.

LaFlyer's recommendation is your best bet. If there is a compressor issue, get it taken care of before the evaporator goes, as that's when it gets very expensive.

Would you take that to a college graduate to look at it or a vo-tech graduate?

It is none of the above. Check your condensor fan. There isn't suffecient air flow through your condenser. It is either a bad fan motor, fan motor relay, sensor or dirty condensor

This. Look to see if your condenser fan is blowing while the car is idling in the driveway with the a/c on. If it's not turning, it's either a fuse, relay, sensor, or fan motor.
