Yes you can. we did it for our dynasty and used the last NCAA.

Just download a roster that has the rookies on the correct teams.

I did that. I have xbox one. I have the roster for cooks on saints and etc. I'm talking about in off season of your dynasty the draft class dining Regardless just want to know how to do it in offline one.
