I talked to one of the Rouses employees about him one day. They said the accent is fake and some days he and his mom will shop for hours. Obviously the dude isn't all there.

Those two been walking around Metairie forever. As a kid growing up I remember them being strange.
Another old Metairie weirdo watch, the guy with the coke bottle glasses , shorts and pulled up white tube socks. Always walking fast and hunched over looking like a pedophile.
