Trayvon Bromell from St. Petersburg, Florida.
Bromell also ran a 100m heat in 10.02 seconds in Austin, Texas earlier this year with a legal wind of +.9 meters per second

4 guys went under 10 seconds in one Big 12 race. Meanwhile one guy goes under 10 in the Shangahi Diamond League Maybe the track surface has something to do with it.

The wind was ridiculous, and the meet was at Texas tech, which receives altitude adjustments on all performances. There were a number of outlier performances there this weekend, in addition to this one. Pretty much every women's sprint race.
