How to Get Job in Private Sector?

I'm tired of working for the State in any capacity. It's all I've done since college. I'm good at what I do but the State, the majority speaking, doesn't really provide people with any incentive to excel. There's no reward besides keeping a paycheck. It's not for me any more.
My goal has been since I got hired by the state 6 years ago to get out of state service. It's been a stop gap and not something I even enjoy. I've picked up certifications in my field Procurement/Purchasing/Supply Chain management. Been involved with some of the highest level projects in the state from a monetary standpoint.
I can't even get a call back from a private chemical or manufacturing company. I've even tried getting entry level positions (which state you must have 5 years of manufacturing experience- which in itself is an oxymoron.).
I've tried to scrub my resume of everything that could give indication of status quo. I'd even take less money than I'm making now as a Sr. level manager with the State (I'm not even classified). I'm only 28. I don't even ask for anything as a salary requirement. I can't even get an interview. I'm pretty confused with this arrangement.
From what I can tell in BR, there's no use for you if you're not an Engineer, Certified PMP or IT Database person. That's pretty much the professional job market right there.
Maybe I can go sell cars.

It's all about who you know. Try to get on directly with an electric utility. They are a little easier than oil and gas and that market is hot right now.

I do. I work for a couple companies around here with 20-25 billable hours per week. But I still need experience and want that experience. It's hard to find around here.

you'll never get a job through company websites. you need to give your resume to someone you know at a company you want to work for.

I'm trying to do the exact opposite. I'd gladly take a pay cut for benefits, retirement options, more time off, less stress, and so forth.

Your best leads will be those private companies you moonlight for.

Are you in a position that hires hires, awards contracts, or performs inspections on private sector vendors that do work for the state? If so, that would be an area to look. Or maybe become an independent consultant to be a liaison between these type of companies and the state.

State retirement is the biggest scam out there unless you work 35 years in state service and manage to make 100K. That's not very common.
The 401K option is the piss poor dirt nap of a deal. $.67 to every $1 contributed. With not even a 1:1 match up to a threshold. You'll never retire at that rate.

Yes. That's pretty much what I offer. I can't do it as much though now in my position. The last guy who had my job is waiting to be prosecuted for impropriety.

Depends on the agency and the position. Plenty of people working in specific departments with a lot of opportunity to work elsewhere.
OP, do you assist/work with private industry in any way through your daily work? I'd start there by reaching out to those who know your work outside the agency and see what they have.

If you didn't start receiving responses after 6 months it should've clued in that you're either:
a. doing it wrong
b. not qualified for what you are applying for
