NASA is serving a much, much more important purpose now than petty goals like advancing the U.S. space program.

I don't know exactly what that means. I read it as they don't plan to send Americans up until after 2020.

"Beyond 2020" makes me think they will still continue for the time being... Which is a big who gives a shite as things will change over the next 6yrs and they won't enforce it.
However, it does show the issue with relying on other countries to provide us critical services.
