Yeah that's pretty irresponsible by the owner, but they're called BULLdogs for a reason.

I'd let my dog out to scare it off. Wtf do you buy a dog for? My dog has a job to do, and that is to keep other animals/people off of my property.

black bears are easily scared, I run across them all the time in the GSMNP. They run off 99% of the time, just got to watch out for the Momma with cubs normally, they will come after you.

Black bears and Mountain Lions, neither understand how bad they could f up the dogs that chase them
