hmmm...the chilled water saga at Perkins Rowe

So now it appears the former developer is willing to renegotiate the sale of the chilled water plant at Perkins Rowe. He better -- before it's not worth anything! Especially, since the new owners said screw it, we'll just build our own.

Construction crews have stopped—at least for now—digging up the streets in Perkins Rowe to lay underground lines for a new chilled water plant, which is necessary to run the air conditioning throughout much of the mixed-use development. Daily Report has learned this morning that underground work has been halted because Perkins Rowe's new owners—who filed for a plumbing permit in March to begin work associated with a new chilled water plant—are making progress in negotiations with Perkins Rowe developer Tommy Spinosa to buy the chilled water plant owned by his Central Facilities Operating Co. The chilled water facility has been a source of contention for years between Spinosa and his tenants, lenders and, now, the new owners of the development. Tenants claim Spinosa overcharges for the supply of chilled water and, in lawsuits, have alleged that they were unaware of his ownership of Central Facilities when they signed leases with Perkins Rowe. Though Spinosa lost Perkins Rowe in a foreclosure battle last year, he has continued to own Central Facilities with University of Alabama head football coach Nick Saban, a personal friend. Sources familiar with the situation at Perkins Rowe say the property's new owners, TPG Capital Partners, and their management firm, Stirling Properties, tried earlier this year to negotiate lower rates for chilled water with Spinosa. They also offered to buy his facility. The developer refused both proposals, which is why they began laying lines for their own chiller plant. Now, Spinosa has come back to the bargaining table. It is unclear when the situation might be resolved. A spokeswoman for Stirling Properties declined to comment this morning, and a spokesperson for Spinosa did not return a request for comment in time for publication. —Stephanie Riegel

This Spinosa guy must be a real piece of work. Not the first time I've heard his name mentioned in some shady deal.

And a chiller plant for that site would not be cheap. Plus the distribution lines to hit all the buildings.

Heard it would be less than half as much as what "Terry" wants.

nice power play by the owner. They would never intend to go through building an entire chilled water facility. The cost alone wouldn't be worth it. They will force Spinosa's hand and he will sell it. That was the intent all along.
And I see Stirling Properties runs it now. This place will be a piece of shite in 5 years under their management.

quote:He lied on the application to get a zoning variance. The corrupt government of Baton Rouge bailed him out by changing the rules to allow his development to proceed on the grounds that over 40 families had bought homes from him and the status of their homes would be in limbo due to being out of compliance with zoning. Spinoza, or his company, should have been liable for any damages to the home buyers. Instead, the elected leaders of Baton Rouge have decided to reward Spinoza for his dishonesty by letting him proceed with the development.
How is that exactly?

you know this for fact? because if so, it would be document fraud, which would have already been found out. so i guess you must be just assuming this.

the lawsuits that would have been brought against the city would have been enormous.
