Is downtempo an actual genre unto itself or just music that is literally downtempo?

Good question, I'm not really sure
From what I understand it's a pretty inclusive umbrella term to include all lower bpm electronic music. So it's a genre and a description of the music...I guess.
I like the darker hip-hop oriented stuff, but there is a lot of different sort of stuff that could probably be considered "downtempo"
