Shouldn't they ask for my Federal Adjusted Gross Income minus what I paid in Federal Taxes
The 540 form asks for the amount you paid in fed income taxes later and then you are instructed to subtract that f.i.t. amount from your AGI (along with other adjustments), so in effect, they do get the information you say they need to know.

I always include a copy of my fed form 1040 with my state return.

They ask for federal adjusted gross income as a reference point to your federal tax return. Your federal adjusted gross income is subject to adjustments specific to Louisiana that help you arrive at your Louisiana adjusted gross income. Sch. E of Form 540 is used to report the Louisiana adjustments. Your deductions are applied after determination of your Louisiana adjusted gross income.

On the printable PDF it says Federal income taxes paid - 0

No, it doesn't.

That's in the 'cents' column. You don't have to enter the cents, just round up or down to the whole dollar in the column to the left of the cents.

Can't help you then. I went to the La Dept of Rev website and downloaded form 540 and the form there does not look like the one you posted.

I do my fed and state taxes on Turbo Tax so I don't do the online thing or fill out the forms myself.

You put the Fed Tax Liability in under the adjustments to income section online.

FWIW Turbo Tax said I would get a refund but of course LA DOR says I owe
Which is exactly why I would never use the IRS' or the state's website to complete my tax forms. That's sleeping with the enemy.
