Best city: Boston (although Portland is supposedly amazing).
State: I'm not sure. They are all fairly interchangeable.

I'm going to New Haven this summer for an institute at Yale. How is the city? What's the bar scene like, any dangerous parts?

Most people in New England outside of Connecticut will tell you that Connecticut is not part of New England.

Kraft was trying to get some work done on Foxborough a few years ago, and threatened to move to CT. Every other state in New England was pissed.

To the OP, Boston is the best city in New England. Best state is harder, they all have their pros and cons.

I have been to New Haven quite a few times. I lived in NYC for years. I felt safer in NYC at times to be honest. Depends on the street and block you happen to be on. Like being in New Orleans, you have to be aware. Like any university town, the bar scene is young, but there are of course some vibrant places. I liked the old firestation pizza house acrosss from Louis lunch.
