Was Obama addressing Putin today?

Presidents have been known to use one issue to address another in the past. While he may have been referring to North Korea was he also "talking" to Putin?

I doubt it because his words are empty and weak when discussing foreign policy. However, he does have a pen and a phone when it comes to screwing up domestic affairs. He is pretty damn bad arse at that for sure. #GOAT @destroying America

Obamas red lines are little more than a 3 years olds artwork with a red ink pen. They make a mess and are a pain in the arse to deal with, but they really aren't something to take all that serious if you are the parent, I.e Putin in this case.
