Is it standard practice for police to run tags in bank parking lots?

Two times in the last two weeks ive came out of Bank Plus an a officer has been running my tag. I guess thats what he's doing parked right behind me, I get in he stays behind me for about 30 seconds an drives off.

they shouldn't be running tags on private property. IMO

I had one do this here in Pitt. Although he stayed for about 3 min. So I walked to his car and asked him to move or I would give him a ticket. He didn't like it and threatened me so I got back in my truck and waited. He stayed for about another 3 min.

Nothing to hide, but running my plates sitting in a parking lot is presuming im guilty an proving im innocent.
