Yes, Davis improved (almost) across the board SLIGHTLY.
Dragic improved in most areas, but did dip in a couple SLIGHTLY.
But Dragic had the most drastic IMPROVEMENTS. Davis didn't improve drastically anywhere.
Dragic's dips were extremely small to the point where it's really not even a dip. Davis' improvements were either due to increased minutes and expected improvement from one year to the next at his age. They weren't drastic night and day differences like with Dragic.
Davis was good last year, he just didn't get enough minutes. While Davis did better than almost everybody thought he would, it wasn't particularly surprising that Davis would be a beast.

It really would have been a slap in the face if a #1 overall pick would have won this award in his 2nd year in the league....

You are taking a subjective subject, making it your own version of black and white, and insulting people for not agreeing with one of your personal "unwritten requirements" of being MIP.

I thought Dragic deserved to win, but lets not say his dips were "slight"
35.7 ast% to 28.1 is a huge drop, considering his average is 29.4% as well.
His ast#s went down from 7.4->5.9 while playing 1.5 more minutes. per 36, thats going from 7.9apg to 6.0apg while keeping the same TO#s
His drastic improvement in shooting % 44.3 to 50.5 is a big jump and so is his 3pt% of 31.9 to 40.8.
His usage rate also went up.
He rightfully deserved it, but to act as if the part where he dipped isn't important is being narrow minded.

Assists were really the only thing that dipped a decent bit.
I was talking about the other categories where he went down from like 1.7 steals to 1.4. Or went from 0.4 blocks to 0.3. Those are the dips I'm talking about. I don't even consider those dips.
And personally, I hate assists as a statistic. It depends just as much on other players as the person who passed the ball.
And one obvious reason that his assists could be down is due to Eric Bledsoe.

Same way as if LeBron or MJ or any other top tier kind of guy would have won it the 2nd year they are in the league...
Now Anthony Bennet is a different situation I think...there was no progression really...when a top pick with "potential" to be great isnt great and falls off tremendously then yes if out of nowhere this guy comes back and improves and doubles every stat line ect. then yes that potential player deserves it...
