A question on home court advantage for NBAers

I know the Spurs would have the Home Court Advantage (HCA) throughout the playoffs.
Should San Antonio lose the West and say either OKC or LAC win the West and the Pacers win the East, would OKC or LAC have HCA due to a better regular season record than the Pacers?
