Let's think about that for a second. What percent of the female population would you really want to see naked , 5% 8% maybe? I guess the other 95% need love too though.

How would it work if it was overcast most of the day and the stripes did not absorb enough energy to stay light for 8 hours?

Not really, being dirty would effect the paints absorbing rate which in turn make it have less "energy" during the night to glow. Than if it is dirty the dirt will make the glow very minimal. The point for it is to glow. Go get a glow stick and roll it around in brake dust and dirt and see how much it glows afterward. It's a cool idea but I don't see it providing too much light for driving after a while

It is "charged" by UV light which is not stopped by the clouds, so an overcast day wont make any difference. Its like the lume on a watch on a much larger scale-

It did. Some state like Wyoming where a lot of trucking accidents happened painted their highways with luminescent paint that was more visible at night. Then the feds threatened to pull highway funding bc it wasn't uniform and they had to change it back.
