The Wire, first and foremost. As far what next, true Detective. Beyond that it would be easier to list the ones that sucked as almost all of them are good to excellent.

Boardwalk Empire and Game of Thrones are the two best IMO. And both are still currently running so that is what I would recommend.
I don't think so. It's very good though.
People are loyal to the shows they first fell in love with. Almost all people who say the Wire is the GOAT watched it before Boardwalk, GOT, Breaking Bad, True Detective, etc.
I don't know a single person who watched it recently, and after seeing some of the aforementioned shows, who would say it's the GOAT.

Rome, The Wire, Thrones. Rome is only 2 seasons so I suggest starting with that.
Ones I haven't seen that I've heard are good. Sopranos obviously, Six Feet Under, Boardwalk Empire.
