So what does this mean exactly?

the end of college athletics.

They are employees. Now, they can collectively bargain as a unit for health care, benefits, and.... pay. It's a huge step.
I guess they'll owe income taxes on their compensation as well. I wonder if it will be retroactive.

They still have to vote on it.

Yep, a very important step and one that is long overdue, especially when it comes to health care after their eligibility is up.
This and the O'Bannon decision will have a very big impact on college sports and will stop the ridiculous trend of college coaches getting paid higher than pros and colleges having better facilities than their pro counterparts because of a highly manipulated market.

I was a walk on receiver at TCU for 4 years and played only in mop up time. Never once played a meaningful snap
However I did get 3 concussions during my time there playing receiver on the scout team. Should I be entitled to the same pay and benefits and healthcare as the scholarship layers who contributed on game day?

Disagree that the status quo is ridiculous.

Seriuos question:
Will they just be paid and then be forced to pay their tuition, fees, uniforms, etc.? Will uniforms and benefits like shoes, juice, gym access be taxed as income similar to a company car? Or will those things like tutors be deducted from pay?
Do they also have to pay the female athletes and non-revenue generating athletes? If so, bye bye collegiate athletics.

The end of college athletics as we know it.

So is it just football players allowed to unionize? I would think if they let football players unionize, they have to let all athletes unionize?

yes, all players would be part of the union

I don't know the technicalities of the ruling but is it saying somewhere that only scholarship players would get the unionized benefits?
