Kentucky passes law that would pave path to a Rand Paul presidential run

This could have a downside if Sen. Paul wins the Presidential election, as well as the Senate seat.
The first two years of his vacated Senate seat would be filled by someone selected by the Governor. Kentucky has had a Democratic Governor since 2007, who will be replaced in 2015 due to term limits. If another Dem replaces him, he could, and most likely would, fill that seat with a Democrat for the first two years of Paul's vacated term.
If that seat "exchange" occurs and the 2016 election gives us a 50-50 Senate split on election night, what an incredible twist of fate it would be to have a Dem named to replace Paul, giving the Dems a 51-49 majority control for those first two years of a Paul presidency.

Does this seem stupid to anyone else?
If Paul does this he's basically saying I'm not positive I could win the election for President.
