Temp Agency's Dual Role in Contracting Raises Questions

Summary: All Temps is a staffing agency that is certified as a minority-owned business by a local government agency, the North Central Texas Regional Certification Agency (NCTRCA).

NCTRCA's employees are all provided by a staffing agency. You guessed it, All Temps. As such, it has certified itself and any other companies with which it subcontracts (and, likewise, can decertify any competitor).

And NCTRCA's board members are mostly employed by local governments, some of which have awarded contracts to All Temps. (In fact, Dallas County will only award contracts to firms certified by NCTRCA, notwithstanding that the State of Texas also certifies such firms.)
