So i think it is pretty well understood that the sole reason Clare and Frank are married is to get to the point of where they are now, the Oval Office. After the final episode in season 2, when they have betrayed and done everything they can to back stab and fight their way to the top, you can tell that that is the reason they are together. They are not very compassionate. Yes they sleep together and seem to be enamored by each other. But they aren't the typical happy go lucky married couple. It seems as though when they met they knew right then and there that if they were together they could accomplish everything.

This was apparent from the first few episodes.
On a side note, I really don't think there should be another season of HoC. It's over - Frank won. It feels like the 26 episodes were written at once, as Frank executed a singular plan focusing on the same goal throughout both seasons.
Power was a major theme of the first two seasons, and Frank finally ascended the political hierarchy to the point where he is now the most powerful individual in the world. Game over. What else is left for him to do?
Additionally, he doesn't really have to worry about his past catching up to him. Zoe is dead. Lucas is behind bars. Janine is too frightened to even walk around in public. The only "cliffhanger" involves Rachel, although I doubt she'll talk - she killed Stamper because she wanted her own life and to be left alone completely. She isn't interested in throwing herself into the national spotlight by admitting she was a key component in a case of political corruption.
The death of Stamper also represents the death of a certain part of Frank. Stamper always represented Frank's "underside" - Frank would handle everything on the Hill, while Stamper would work behind the scenes on the streets to keep everything under the rug. However, his death signifies that this "component" of Frank is no longer needed - he's achieved his goal and eliminated any real threats that could have impeded his success.

Something about his character makes me root for him. He's definitely deserving of a fall, I just enjoy seeing Frank kicking some arse and manipulating people.
