Watch gurus...quartz movement

Does that usually mean the watch is battery operated?

Yes. But citizen Eco drive is quartz with a power "cell" essentially. So you are not changing a battery.
At the price point of most of those watches having the "cell" repaired or changed is not worth it. Especially if a diver and you want it pressure tested.
My Eco drive is about 3 years old and I guess has lost about a minute in 3 years. Maybe.

Battery or a rechargeable lithium cell that is charged via light (Citizen Eco-drive, Seiko Solar, etc) or kinetic energy from a oscillating rotor (Seiko Kinetic). Another variation is the Seiko Spring Drive which uses a quartz IC to regulate how the mainspring unwinds to keep very accurate time for an otherwise mechanical watch movement.
Not really. I had a Seiko Kinetic completely serviced, new cell, seals, and pressure tested for a fairly nominal expense. Once every 15 years isn't bad and would probably be even less for a solar powered watch.

Yes, it always means that it's powered by electricity.

You are right. I was speaking to my own. Citizen Eco Drive. Was about $200. To send it to citizen would be pointless from a cost perspective.

I don't know about Citizen but I found a small repair shop for my Seiko. I'd sent it off to Seiko for repair and they apparently only swapped out the power cell without addressing why it was draining so quickly. Sent it to another shop that charged half the price and did 10x the work and with a better warranty.
