Federal Flood Insurance Bill

Both Bill Cassidy and Mary Landrieu are touting their work to pass a bill to keep flood insurance rate from rising for Coastal Louisiana residents.
I live barely North of I-10 with friend/family south, so I understand concerns of those further South. However, from a conservative perspective, much like this board, why should the rest of the country, or even other LA residents for that matter, continue to subsidize flood insurance premiums for those who choose to build and live so close to the Gulf Coast?

1. It's not just South Louisiana.
2. There maps and actuarial/loss tables are fricked up.
3. Mainly, it would destroy the economy.
