car title question: liens UPDATE with forced to change plate question

Looking at a truck. The title has a lien on it that had a signature next to it from the bank on the line that said "lien released" with the date it was signed under it.
Does the person have to apply for a new title with the lien off makingiit a "clean title" to sell or is the banks signature and date sufficient to prove the lien was paid off.

UPDATE:
So i registered my truck.
they made me turn in my old Louisiana plate and charged me for a new one. They said a few years ago they changed the plate based on weight classes of he vehicle and i could no longer have the plate that was issued 4 years ago to the vehicle. Is there a reason? I can not find any info but they charged me $100 for the new plate. It was a title place and not a DMV. I am in an F150 and it is a passenger truck wth a Vehicle weight of 5800 lbs. They said anything over 6100 lbs needed a new plate and i was better off buying one instead of risking a heavy fine.
I can find nothing online with these rules or breakdowns...

Nah. You are good to go with the bank releasing the lien.
In LA, it's about $28 to get the former lien holder off. At the DMV they tell me every time, there is no need to do this. But I wanted to never see "Chase" on any of my stuff again.

sounds like it should be clean if there's a date and signature.
I know for home mortgages in the clerks office, just a stamp that says "cancelled" is enough to verify clean title
