I remember the C-27J story. As a FedGov DoD civilian auditor, it is likely that it would be cheaper to complete them than to try to stop the contract near the end, especially if the contract was fixed price (just pay the money, take the planes, and deal with them later).
Though I would think they could be used for something. Training purposes, maybe?

My favorite example of Bureaucracy gone nuts occurred during WWII in England. Gas was rationed so you had to apply to the govt for coupons to buy gas.
One guy asked for 'just enough gas to drive to work and back.'
Bureau: Take the bus.
Guy: I can't take the bus to work because the first shuttle occurs an hour after I'm to report to work.
Bureau: Here are half the coupons you requested. You may take your car to work but then take the bus on your trip home.
