my outside hose pipe wont turn on... frozen??

Water inside the hose is frozen. Mine was the same way yesterday. Turn the hose Bibb on and the pressure will get the water flowing. It won't be instantly, so be prepared to wait a minute or so.

Mine just thawed out now that the sun is shining.

it's important to leave the faucet cracked at least. a lot of pipe breaks are not caused by the ice itself expanding outward against the pipewall, but by expanding laterally down the pipe and eventually causing water pressure somewhere else in the line to increase enough to burst the pipe.
that being said, pour some hot water on it and see if you can get it flowing again.
