Paying HOA fees in a brand new neighborhood

So I'm buying an OT standard 3000sq ft house in a brand new neighborhood in Georgetown Tx. I will move in the first week of March and will probably be somewhere in the 3rd-5th person living in the neighborhood. There will be an amenity center and 2 pools etc but they wont start being build until the fall of 14. Landscaping it non existant at this point as its a construction zone. Do I have the right to not pay HOA fees until there is something in place that the HOA is providing like the pool etc?

I would so no. HOA fees are not something to mess around with. The HOA can put a lien on your property for failure to pay.

frickin hate it. Ours is $400 a year per house in our neighboorhood. They supposedly show us where our money is going but...I mean for that kind of money I would like to at least have access to the club...thats extra!

I would say no. Is there any other common ground that needs maintenance? Also, the HOA will need to build up a cash reserve if it is new.

ETA: I was suckered into being a member of the HOA when I moved to my old neighborhood. They enjoyed the free legal advice.

No. You bought the property, pay the fees.

I was paying $175 a month (although we did have a nice park and guard house at night).

Ours are $1,050 a year. Although, I have 0 problems paying that with the amenities we get.

No, you have to pay unless specified otherwise. HOA's are a necessary evil unless you've got a nice acreage. Otherwise you're always potentially 25 feet away from pink shutters with a yard full of gnomes.

That's the truth. But I just wish they would let us use the club in the neighborhood. It's annoying that it's $500 extra and only for the summer.

I am the treasurer of ours. No pools and such, but just grass and landscape upkeep is 2/3 of our budget. Then insurance, lawyer fees, postage, neighborhood parties and the occasional projects take up the rest. We put liens on houses after a few months. The homeowner ends up paying triple the fees when that happens. And unless your house goes to a sheriff sale, we are getting our money eventually. I actually hate being on the board now. Everyone thinks with their measly hoa dues that the hoa board is the police, maintenance department and dog catchers.

Who runs the HOA? The development company or the homeowners?

Our neighborhood is fairly new, but the HOA can't take over until X number of houses are built. We're getting close now, but I haven't paid dues since I moved in in 2009. The owners tried to take over the HOA from the developer last year, but it was denied. Most tend to think like those in this thread, they're evil. (Honestly, right now we're getting the building regulation without fees, so I'm not complaining)

I had to pay the HOA fees at closing when we bought this house in Mississippi
