Is there any way for groups (ex: NRA) to discourage purchasing from hoarders?

In Academy Sports Sunday morning, there was .45 and .40 SW abound.
Very little 9mm on the shelf. Guy walks in with cart and takes every box of the bulk 250rounds UMC ammo. 6 boxes left, all gone. I didn't say anything, but was curious. I saw no signs of 3 box maximums. I didn't follow him, but if he takes it to, say, Point of sale rep who is not aware of shortage; he's probably going to buy it all with no problem.
Does NRA or any other advo group have a PSA against bulk re-sellers? Should they discourage buying from bulk re-sellers?
It's a free country and all are allowed to do it. But it simply drives the price up and availability down.
Thoughts?
ETA: I personally keep about 500 rounds at any given time. And since there is no true criteria that I know of that separates hoarding from weekly/monthly shooting; I put myself out there as keeping 500 or so. Your opinion could vary from mine.

No way in hell I want them (feds, state, or anyone) telling me how much ammo I can buy. PERIOD!

I get what you're saying, but if people had just kept a storage of rounds they could have comfortably sat out the major price hike then resupplied once prices went down. The ones who weren't prepared and just went on impulse and didn't stock up during times of plenty were the ones causing the problems.
-oh and hell no I don't want anyone putting anymore restraints and regulations on me

This. I dont keep a lot, just a few thousand for each round I have. But I quit burning through it this year so I wouldn't have to buy more at the higher prices. Common sense goes a long way.

again, just PSA from advocacy groups saying,
"If you buy from post-retail sellers, it will drive the price up. There will be no return to normal pricing, if you keep purchasing from post-retailers." -something like that....not from governing or law enforcement.
I just can't see myself going to wallyworld, waiting at 7 am for cart to roll out, buying 750 rounds at, say $220, then reselling for $350.....
I don't have time for that, nor do I think it is ethical.

How many rounds of each caliber do yall recommend having in reserve?

I would assume groups like NRA recieve large amounts of money from gun and ammo companies to lobby for rights to buy and sell so I don't see them doing anything to hurt their bottom dollar.

everyones opinion is different.. i have alot of different calibers so i cant afford to just stock up on 1000per. But i keep a good supply total
204- 300 rns
243-500 rds
270wsm- 100 rds
30-30- 500 rds
308- 300 rds
7mm-08- 100 rds
25-06-100 rds

They suck!
There is a doctor here in town that pays people to go around to every place that sells ammo and gets them to buy it for him.

It would all depend on how much you shoot. If you shoot a caliber a lot, or plan on shooting that caliber a lot, then you need a lot of that caliber. A number amount isnt really possible. I carry my .40 as my concealed carry and car gun, so I have a lot of .40. I have a ton of .22 cause I just bought a box a month for awhile while it was 20 bucks for 500, and likewise for 12 gauge. I also have a .410 that I dont stock a lot of because I really only use that for hunting squirrels in early fall and its expensive relative to my 12 gauge and 22.

Il qualify myself, as well, I can go to gander mountain and buy blazer brass all day long, but I don't. At .40 cents per round, I choose not to do it.
For target, I buy win white box or federal or umc for about 26 cents per round, and those are the ones that are not consistently staying on the shelf. I'm cheap.
also laughing at myself for thinking that 9mm would "never" hit a shortage-if this Is what they are calling it.

Academy only has restrictions on .22, deal with it.

Lately I've been shooting quite a bit...my philosophy is to keep a year's worth on hand in case it really gets bad again. The last thing I want is to be one of those sorry saps during the height of the panic paying 3 times normal cost just to take their kids out shooting

The Academy here only puts limits on 22 ammo.
