What are the least intimidating super-villains?

They need to make more villains badass and with no morals like killing children/women(like game of thrones and dexter).

Rourke aside, Rockwell & Pearce from Iron Man 2 & 3. They were about as intimidating as Elton John being a British Knight.

Who was the more devious Joker?
I think the consensus would lean towards Ledger, but let me posit a counter-argument:
The Dark Knight Joker organized a few random killings, but it never seemed to cause any hysteria in Gotham.
Batman (1989)'s Joker unleashed Smilex on the entire Gotham population, frightening the entire city.
I think Ledger's portrayal is still better, but as far as who had the better villainous plan, I'd have to go with Nicholson's Joker.

No. Nolan evacuated the cities. Big difference. There was nothing in the Joker's grand plan that necessitated the city's evacuation. The evacuation was contrived by the director in order to force the feeling of suspense on the audience. At no point were more than 1,000 people ever in any real danger.
Nicholson's Joker tainted the entire city's cosmetic supplies. He also unleashed tons of Smilex gas in downtown. He risked at least 100x more lives than Ledger's Joker.

Hell, you could almost convince me that Ledger's Joker's plan to blow up the hospital was incredibly villainous. But the hospital was already evacuated! The only person the Joker killed was when he shot Harvey Dent's guard.

Nolan's Joker blew up the main hospital, killed the commisioner, killed the mayor, killed the main judge, as far as the public knew he killed gordon also, killed the D.A.'s girlfriend, hung a man from a major building, and got two terrorist videos on the news. all in the span of like a week. He blew up that helicopter and all of those cops when he was trying to get to Dent in the armored caravan which was all over the news.
Imagine if next week Landrieu, Serpas, a couple of judges, and John Snell were all killed along with a bunch of cops and civilians and Charity downtown exploded. And after that Snell released a video upside down scarred for his life urging people to evacuate the city but warnign them that the spillway and the CCC were going to explode and then was murdered at the end of it. I imagine the city would be in a panic.

Like I said, the hospital was already evacuated. The mere fact that Nolan evacuates everything proves my point. There was no one in the hospital and hardly anyone in the city during the finale. There's no suspense because Nolan couldn't bring himself to kill innocent civilians. Instead we see a bunch of bureaucrats bite the bullet.
Also, Nicholson's Joker hijacked the newsfeed to announce his cosmetics scheme. Hell, he even killed one of the news anchors. He gassed the art museum and dropped Alicia off of a balcony for crying out loud!

That's not what his Joker wanted. He wanted them to all go insane and unleash total chaotic anarchy on the city. Not just kill everyone like a lunatic. Which makes him more intimidating than just some lunatic killing people.

Nicholson used a drug to turn people insane (something scarecrow had already done, so the people of Gotham have that piece of their past to deal with during all of this).
Leger was trying to turn everyone insane on their own free will. Which i think is way more badass than just druging them all.

Good point.
I always thought Scarecrow was the best villain in Nolan's trilogy and he was terribly underused.

He was definitely underused. He was one of my favorite villains in the batman universe as well. Of course the main villians are awesome and i liked Joker, 2 face, riddler, etc. But Scarecrow and clayface were my favorites as a kid.
Cillian Murphy was a great choice for scarecrow and a solid villain in the first movie. Who knows how he might have been used in the third movie had Ledger not killed himself. But his cameo was great to see. "So death then. ok. DEATH.... BY EXILE"

Anyway, my vote in this thread goes to The Mandarin in IronMan 3. Both the stupid actor and the actual fire breathing guy were stupid as shite.
