is he moving on to an administrative role or is he still the TE coach?

He is still LSU's TE coach.

It will most likely happen after NSD if it happens

I suspect he will stay a "coach" for recruiting and what that allows (unfortunately and sometimes prohibits).
In-home visits comes to mind. He's done pretty good there, whether we want to admit it or not. And he's active to say the least. So when the visits get hectic, and you need someone to fill in he's one of those guys.

Ensminger is staying. He does an awesome job recruiting. I can possible see that role expanding.
