I didn't delve into the numbers, but perhaps we're awash in criminal laws criminalizing victimless crimes and too many cops with hair trigger tempers...

The research was based on an analysis of national survey data from 1997 to 2008 of teenagers and young adults. The arrests included minor crimes like truancy as well as serious violent crimes. It excluded traffic offenses.

I think they're including all types of arrests...I was arrested twice before I was 23...once for an open container in public in Lafayette, I was walking down the street on the strip. The law had changed while I was away at LSU and I wasn't aware. The second time was a bar fight.

Ya, I know plenty of my peers who have been arrested and all have a bachelor degree and maybe over half have a professional degree.
Usually the MIP, drunk in public sort of stuff college and high school kids get picked up for.
I somehow weaseled out/got lucky at least a half dozen to dozen times.

"Arrest" doesn't always involve cuffs, in the back of the car (or up front with radio if white) and a trip to the station.

Those numbers seem more than a bit suspect, no matter how you choose to define it.

That was my point but I think if you cast a wide enough net you can probably get to those numbers.

Actually not far fetched
I was arrested once for DUI when I was underage (blew a .03)
Cops didn't handcuff me, told me to leave my truck at a closed gas station and the keys in the gas tank so a friend could pick it up rather than have it towed. I rode up front, he stopped at an ATM for me so I could get money for bail, I walked in the police station, gave em 200 bucks, and walked out. My friend picked me up in my truck.
Oh and the cop told me what lawyer to use to get out of the DUI charge. And it ended up working..I got it dropped..right after a black man was convicted before me of the same thing. The lawyer joked with the judge saying I was being responsible for only drinking a couple of beers and not getting drunk like most kids and he dropped my case

Yes. I'd expect it is a simple Number of arrests divided by total number of population thing. Some people account for SEVERAL arrests.
Ex:
10 people population.
1 dude is arrested 5 times.
5/100.5
Thus, "50% of the population is arrested"

This is actually true. I was notified to appear in court for passing a loading school bus. It was a lie. I thought it was traffic court. I was advised that it was criminal court. I represented myself against a lawyer from the DA's office.
I won and it was a slaughter. The DA threw up his hands and gave up like a puppy after cross-examination. My wife enjoyed it so much that she hoped I got accused of other crimes just to watch me in court.

Sadly, I'm only surprised by the white numbers. Minor in possession has to be a pretty significant culprit. I somehow never got hit with that.

I was arrested for late fees at a video store. No shite. I was in the army at the time, and my first sergeant told me I had to report to the MP station, who transported me to the civi PD(who then arrested me). They apologized, but said their hands were tied, which is a funny thing to tell a guy in cuffs.
