Among those eligible, who is the best NFL QB not in the Hall of Fame?

I’ll say it’s:

Joe Theismann – 2 Super Bowls (1 win), 1 x NFL MVP, 1 x All-Pro, 2 x Pro Bowler

or

Ken Stabler – 1 Super Bowl (1 win), 1 x NFL MVP, 1 x All-Pro, 4 x Pro Bowler, NFL 1970s All-Decade Team

If you make an all-decade team at QB, then you have a legit claim to the hall of fame. Especially considering that the 70's featured Bradshaw and Stauback, among others.

I'm surprised Charlie Conerly never got in, since he played in NY for the Giants and led them to an NFL championship

Nothing to do with the OP, but Conerly was a Marine combat officer in WWII and fought on Guam -- his job was to lead a squad that went into the jungle to take out Japanese snipers.

An argument could be made for Ken Anderson, Boomer Esiason and Earl Morrall.

Look at Joe THeismanns stats and you will probably rethink this.

I think if Stabler had called it quits after the Raiders, he would have had a better shot at the HoF.

If you only make 2 pro bowls, you shouldn't be in the hall of fame

Truth. He patented the backwards pass to no one.
