What's the best overall state in the South? You must look the state as a whole. You can't just discredit the shitty portion.
For this topic, let's just say the South is the SEC states (excluding Texas and Missouri) along with North Carolina and Virginia.
I'm going to say North Carolina.
-They've got Charlotte, Asheville, The Research Triangle, Boone (great small town).
-They've got great collegiate sports (North Carolina, Duke, Wake Forest, NC State, App State, Eastern Carolina). The ACC is headquartered in Greensboro. The ACC Championships are located in Charlotte and Greensboro.
-They've got professional sports (Carolina Panthers, Charlotte Bobcats, Carolina Hurricanes, Charlotte Motor Speedway, Pinehurst).
-North Carolina has mountains and beaches (the Blue Ridge Mountains and The Outter Banks.)
-They've got iconic BBQ. Other food is lacking, but there is a big revitalization in Asheville and Charlotte that attracts top chefs.
-There music scene is bleak compared to Tennessee, Louisiana and Georgia, but the state does have some famous artists and it attracts a lot of major acts as well.

They're all a tie for last place.

I don't consider North Caroline the south. But I agree that, of your criteria, NC would be the best.

Georgia has all those things and the Masters
But I'd still say Louisiana, because
New Orleans>Atlanta>Baton Rouge

You mentioned North Carolina and you forgot to mention Fort Bragg?
Fort Bragg should be on the resume.
