Who needs a cheap AR upper? $400 Complete Upper at PSA

that with the lower for 59 and the parts with grip and stock for 85 and you got yourself a rifle for under 550 bucks

Looking at ordering a few things from PSA. Really happy with my first AR from them.
Anyway, I've heard that there is a tax on complete rifle kits if anything more than a lower is ordered. Is this true or just some crap I've heard somewhere.

I acquired an upper recently

I ordered a blemished complete lower with magpul furniture as well as this upper before Black Friday. I'm very happy with it. When it's all said and done I have a rifle that's sold complete for around $1000 for less than $650.
The blemish was a very small chip in the finish near the front pin on the lower. Saved a lot of money with that.
