Not hard to get, fill out an application and pay the fee every three years.

The difficult part is the regulations once you have it, recordkeeping and laws. You can't get one only for personal use, it must be for transferring to others. I don't know how tough the burden of proof on this is...

I thought it was very difficult without a brick and mortar store...

If you are serious about it I'd pay the few bucks and go through something like FFL123.com and knock out the Class 3 at the same time.

I think they help with pre-work and the ATF interview too. They will probably keep you from stubbing a toe if you are getting into a business, which will likely draw a little more scrutiny

They virtually eliminated the kitchen table dealers under Clinton. They demonized them as only wanting an FFL to buy weapons, not to sell them.

You can't have "by appointment" hours, must be open and available for inspection during those hours, so, yeah, a brick and morter store is almost a requirement. Unless you're manufacturing/distributing out of a facility.

ETA: I believe they can decline to renew based on inactivity, etc.

IIRC you must have a "room" dedicated to doing FFL transactions. Not necessarily a storefront.

Yeah, but it has to be open to the public for your posted hours.

storefront is not a requirement, but you need to make sure you can run a business out of your home if that's your intent (zoning). ATF will look into it...

I'd also recommend an LLC and the paperwork being drafted by a Louisiana attorney familiar with firearms. I can recommend a couple in the New Orleans area if needed. You may not even need a FTF meeting with them

And honestly, I haven't looked at it recently. I was going through the process during the Clinton administration, and the ATF guy told me, in no uncertain terms, that it was unlikely for me, in my situation, following the old kitchen table dealer template to get approved or stay approved.

Whether or not he got the best of me remains to be seen. I'll defer to people who have dug into it more recently, or current FFL holders.

Not hard to get but, once obtained, meticulous record keeping and storage is a must and the probability increases that you will be visited....
