7mm-08 recoil is:

.308 is

.308 Win.165g 18.1
for comparison here is a .30/06:

.30-06 Spfd. 165g 20.1
7mm-08 Rem. 120g 12.1
7mm-08 Rem. 140g 12.6
.308 is
.308 Win. 150g 15.8
.308 Win.165g 18.1

Best answer is a Savage combo that is a step up from the Axis. Very affordable rifle that comes with a scope. Similar length of pull as the Remington youth models.
I'll be picking one up in 7mm-08 for my boy next year.

my father has a 7mag with a Swarovski scope on it.
he would choose the Browning .243 with a Leupold scope on it any day. he still does.
I guess a .243 with a 90 grain bullet won't kill deer.

I think we all know it will but that's not the question he asked.

Well, there you go. Proof.

A .308 for a 7yr is an aweful lot of recoil. I don't know what reduced recoil rounds would do for it but it's a bigger kick than I'd want my 7yr to shoot.
That being said, my partner here at my office has a son (was 11 at the time)that shot a huge deer a few years ago with .300wby mag. He never felt it.

308 does not have bad recoil. My 10 year lid nephew has killed two this year with a 300 wsm.
I like the 308, but the 7-08 is a cool round too.
