The transfer rule doesn't only apply to scholarship players.

Barring a non scholarship athlete from transferring to another school in the same conference and or making him sit out a year even if he goes out of conference is quite possibly the dumbest rule ever. Especially the OOC part.

No it's not. You get 5 to play 4. If he doesn't like it he can go NAIA or not play.
