It sounded like a mix of both. Tell tale is developing the game and gearbox is just helping out.

I dunno man.
Borderlands was never about story to me. it's just a shoot and loot game with a lot of zany humor.
The only compelling character was Jack and we all know what happened to him.
I'm reserving judgment, but I don't play Borderlands for story.

That's fine and all, but it can't even hold TLoU's jockstrap. Hence the joke of the show, not that that's new it got booted off TV as no one watched it.
