Need a ruling on if something is spam or not

I am working with the Mississippi Department of Wildlife, Fisheries, and Parks to update their outdoor recreation plans. We are trying to direct Mississippi residents to a survey. I know we have a lot of MS residents on the Outdoor Board. Would it be okay to solicit the survey there? This isn't for any commercial gain. We're just trying to spread the word and get as much public input as possible.
