I'm on mobile, and the internet here is crappy, so excuse me for not going back to page 1. What's the COI?
The family was told they didn't want to alert Winston that there allegations were there so that the girl wasn't ostracized/labeled/harmed on campus, etc.
BUT Winston's attorney was told of the allegations, so there was no need to hide it.
Also, FSU PD had the case file and has no jurisdiction.

So basically Winston's attorney has all the information and is able to prepare a defense and is colluding with the investigator of the case.
Major COI.

Okay, but I don't see where the conflict of interest lies. I'm not a prosecutor, but the District Attorney's Officer represents the people of the State of Florida, NOT the victim and her family. That's why the case would be "The State of Florida v. Winston", not "Victim X versus Winston".
Should the family be in the loop? I would hope they would be, but they have no discretion on the procedure of the investigation and prosecution of a particular suspect.
Unless I'm missing something, that's my take.

I'm still reserving my judgement of Winston until all facts come out. But regardless looks like this won't be going away soon

The reason they didn't push for more was because they were told bloodwork was being done (which it was, and the victim was not drunk) and that they were pursuing a case (which they weren't).
If they know Winston knew of the charges they would have pressed for the interview of the roomate and DNA testing. There is no reason why this shouldn't have been done, unless they were covering for Winston.
They would have gone public earlier if they knew that the investigation was being nerfed.

This is an allegation of one party among a group of parties(I'm using "parties" in a very loose sense). It's not surprising that they are alleging something to the contrary.
Still, that doesn't make it a conflict of interest for the reasons I stated above.
The DA isn't going to pursue a case it can't win. And, unless the statute of limitations has expired, I say it's best to wait and see what unfolds.

my speculation:
girl has sex with someone
girl feels like it was forced
girl contacts police
girl gives statement, drops the "5'9 to 5'11" description
girl sees picture of winston and says that it is her attacker
police say "your description and your story dont add up to winston, so you may want to reconsider"
she drops it
someone in her family (mom? dad?) sees winston become more and more famous, becomes frustrated so they drop a dime on TMZ and blow the story up

I think someone privy to the information that the investigation was closed without proper investigation and no ties to FSU leaked it.
It doesn't seem like the family leaked it, but who knows.
Either way, there is more to this now since the investigation is in question. Whether that's fair to Winston or not.

Miles gets shite for suspending a kid for a sucker punch but Jimbo gets nothing for allowing a rapist to play and James Franklin gets nothing for covering up rape

What an awful smear campaign from Meggs and the TPD. I just hope Winston is cleared before his name gets dragged deeper into the mud.

Why do fans so often defend people that they really don't know at all?

Slow down with the rape accusations, considering he isn't convicted.

I have no problem defending someone when their name is being drug through the mud simply for being a celebrity. There has not been one iota of evidence leaked that would suggest Winston actually committed this crime. Yet there are plenty on this board willing to throw him the under the bus.
I would not be defending him if it was the other way around. It's only football.
