Best of the rest cup

So let's say we have a 32 team tournament with the best teams not going to Brazil. Who would go and who would be favored?

I was thinking they should do an 8-team tournament similar to the Confederations Cup.

Some combination of this group:
Panama
Ukraine
Egypt
Venezuela
Denmark
Czech Republic
Serbia
Turkey
Sweden
Jamaica
Paraguay
Peru
South Africa
Algeria

I think an 8 or 16 team tournament would be awesome - hold it 4-6 weeks before the WC (right after club seasons) in the host nation of the WC for years hence?

I would throw in Ireland too.

I would have to think Ukraine and Sweden would be favorites.

I was thinking not the host country, because logistics would be crazy, but somewhere nearby. In this case, that would be Argentina or Uruguay. That way, they could weave in some warm-up games too.

Oly cool thing I've seen similar to this is a couple of WC back, there was "the other world cup final" the day before the real one where the 2 lowest FIFA ranked teams played each other....and that was only cool cos they could laugh at themselves.

Nobody since Algeria advanced to the World Cup.

If it's done in the month before the World Cup, they will get a lot of viewers who are excited for the big event. It's sort of like people tuning in for the NFL preseason even though the games are terrible.

Yeah even if the quality isn't as good a lot of people will still watch the games. It would also be a good prep for the continental championships.

I think that it'd be cool, if not entirely feasible, to push qualifying back six months to a year and play something like this in place of the Confederations Cup.

Take away CONCACAF's third bid and make the tournament winner team #32 in the World Cup.
