It depends on how much you spend on PC hardware. Compared to, say, a $500 PC build today, the new-gen consoles are weaker in raw hardware performance. However, games will be coded to use the console's available hardware to its max potential, so a PC at the aforementioned price point will perform around the same or perhaps not quite as well, depending on many factors such as the initial platform on which the game was developed, how much time was spent optimizing across platforms, age of the game engine, etc. The advantage of the PC is being able to put more money into more powerful hardware that will allow increased graphic quality settings at significantly higher resolutions and frame-rates.
As time goes on, PC hardware will continue to increase in performance, and older technology will go down in price, so a $500 PC built years from now will be leaps and bounds ahead of the consoles in performance, merely because the consoles are a closed system with an inevitable performance cap.
