Watching the Bengals-Ravens there were back to PF penalties.

1. Burfict pushed Jacoby Jones after the play was called dead, one of the Ravens players took issue and pushed Burfict. Only the Ravens were called for the PF.

2. Flacco heading out of bounds, Burfict going for the tackle while Flacco is still in bounds, hits him while he's on the verge of going out, but still in bounds when he first hits him.

Should intent matter? Should there be different levels of PFs?

Yes. Its 15 yards and an automatic first down penalty. It can change an entire game, and the blind refs throw the personal foul flag too quickly. They should be reviewed.

I think late hits can somewhat be objectively judged but others like roughing the quarterback can't be at all. A review wouldn't really work.

Personally, if you're going to have replay, everything should be reviewable. Keep the number of challenges the same, two per team with a possible third. It wouldn't change most games, but there could be crucial penalties that are avoided.

May as well make every single play/penalty reviewable. Teams still get only 2 challenges, it wouldn't hurt.
