Said that demand would be too great for the supply of balls in stock. So thats why its 2015

You're right. There are more reasons. Implementing this year, this late would not be possible:

Overstock of current ball
Low stock of new ball
Cost of increased production to schools
Fall ball has ended for most programs so little time for pitchers to get acclimated.

Wat? The bats already act like wood.

Also, how is Central Indiana State Community College going to pay for the presumably hundreds of broken wooden bats that a team goes through every year?

I don't recall everyone going through fall ball with one bat and then being forced to use another one once the regular season started. Because it didn't happen.
