Why do jam bands have the most dedicated fan bases?

It is no secret that The Grateful Dead had/has the strongest following by any touring musical act. Phish's fans are right behind them. Even the lower tier jam bands like Disco Biscuits, Widespread Panic, etc... have hordes of people following them around the country.
What causes this? One of the bigger differences between jam bands and a normal band (in a live setting) is that jam bands utilize a unique setlist every show, while "normal" bands stick with the same setlist throughout an entire tour. This explains why someone would see a jam band multiple times on a single tour, but there has to be more to the puzzle.

And Jam Bands actually jam out for long periods of time. I have been to GD and Panic shows in the past where they played for 4+ hours. You will never see that with a mainstream act.

Because it is an identifier. You are signing up to belong to a tribe. And it's fun to be part of your own secret world, whatever that is.

No. It was the same appeal to punk bands or the rave culture. It's the scene. I don't think that's a bad thing at all. But jam bands foster a sense of belonging in the fan base. If anything, that's a positive thing.

Dedicated in the sense that they are willing to watch the same bands for x nights in a row... I'll give you that..
Not in any other sense... they definitely don't purchase every LP, 12", 7", etc..
Most people are content with a ~1:30 long set of a band and then we'll catch them the next time around...
I have no desire to dance at a show, memorize a setlist, trade live shows are memorize and archive live shows... give me a quick blast of visceral rock n roll and I'm good till next time!

And yes, contrary to what you might say, a whole shite load of them like drugs.
I love me a good JB show as much as anyone, but when the show's over, it's time to get back to reality.
Reality for those you like to claim are the "best fans" is getting fricked up and attending a Phish show.

Barely anyone buys music anymore, regardless of genre.
Also, the sheer amount of band-related merchandise (both official and unofficial, with the popularity of the latter a telling sign) is off the charts in the jam band world. The Steal Your Face logo and to a lesser extent the Phish logo are recognized worldwide.

Way to generalize and stereotype, bro. That's like saying every LSU fan wears cargo shorts and is from Livingston Parish.
95% of the people I know that go to jam band shows hold down jobs and are "normal." The amount of actual "wooks" at shows these days is very low. Talking about Phish shows here.
