Because they made poor coaching hires and don't have enough talent in state to sustain the program. Also, the areas they used to get talent from to make up for the lack of in state talent are currently owned by other schools (LA, NOLA, Atlanta, etc).

They need someone strong in recruiting to be able to get out of state recruits. Kiffin did fit that bill but he is also a moron scumbag.

Virginia (the state) has been impressive for recruiting lately, and none of them are looking at Tenn.

Virginia actually has solid talent actually, but VT has to fight other schools for them because the state isn't locked down like Louisiana is for LSU

you can pull hidden gems from those states.
Problem was 1 coaching hire, which then became 2. That right there can kill you for a while.

People refer to their recruiting budget each year as some sort of reason they should be better than they are. But people who aren't idiots realize that it's cheaper to drive to scout and recruit talent than it is to fly to do those same things.

and when VT had it locked down they could not take advantage of it. Not only do you have schools like Penn State and WVU who have always done well in VA now you go the SEC going in there and getting who they want.
